About this role

About the Role

Technology Digest, Inc. (TDI) is seeking an experienced IT Project Manager to support a large public-sector client in Minneapolis, MN. This is a hybrid role.

It combines remote work with regular onsite work at client office locations in downtown Minneapolis and other sites across the city. Candidates must live within commuting distance of Minneapolis. This is not a fully remote position.

The IT Project Manager will lead complex, cross-functional technology initiatives from discovery through implementation. The role calls for strong project management and Agile delivery skills, combined with a human-centered, systems-minded approach to problem solving. We are looking for a proactive, hands-on leader with several strengths:

  • Creates clarity in ambiguous situations
  • Translates complex problems into actionable work
  • Keeps teams moving forward
  • Values progress over perfection
  • Knows when more analysis is needed and when there’s enough information to take the next step, test, learn, and adapt

Key Responsibilities

  • Lead complex, multi-department IT projects that strengthen accountability, transparency, and service delivery, including high-visibility public safety and regulatory compliance initiatives.
  • Plan and manage projects from discovery through implementation. This includes scope, outcomes, schedules, resources, risks, dependencies, decisions, and success measures.
  • Create clarity and momentum when things are ambiguous. Synthesize information quickly, identify what is known and unknown, and clarify decisions and tradeoffs. Translate complex problems into practical plans with priorities, owners, and next steps.
  • Run effective meetings: set agendas, document notes, and track action items to keep stakeholders engaged and aligned.
  • Take a proactive, hands-on approach to delivery. Anticipate risks, dependencies, and barriers, bring forward recommendations and options, and move work forward without waiting for direction.
  • Apply Agile and iterative practices:
  • Define outcome-based roadmaps
  • Break complex initiatives into manageable increments
  • Prioritize work and test assumptions early
  • Gather feedback and adapt plans as the team learns
  • Champion progress over perfection. Help teams find the smallest meaningful next step and make informed decisions with the information available.
  • Apply human-centered design practices. Engage and co-create with users and stakeholders to understand their needs, workflows, pain points, and desired outcomes, and build their feedback into planning, requirements, design, testing, and implementation.
  • Use systems thinking to understand how people, processes, technology, data, policy, and organizational structures relate. Identify dependencies and downstream impacts across projects and teams.
  • Facilitate cross-functional teams and build alignment around problems, outcomes, priorities, roles, and decisions, while keeping accountability and momentum.
  • Manage project risks and dependencies and present them in executive readouts. Cover both technical and organizational risks, including technology, data, integration, usability, adoption, workflow, change readiness, and stakeholders.
  • Support organizational change and adoption. Account for how technology affects people’s roles and daily work, and build communications, training, readiness, and transition activities into delivery.
  • Create user-friendly business readiness tools for key milestones, such as go-live checklists, pilot plans, and readiness assessments.
  • Measure success on outcomes. Track scope, schedule, budget, and quality, as well as adoption, usability, operational effectiveness, and service improvements.

Required Qualifications

  • 7+ years of experience leading complex, cross-functional IT projects from discovery through implementation.
  • Strong fundamentals in planning, scope, schedule, risk, dependency, stakeholder, and vendor management.
  • Hands-on experience applying Agile and iterative delivery. You should bring an Agile mindset that goes beyond running Scrum ceremonies.
  • Proven ability to create structure in ambiguous environments and turn incomplete or competing information into clear decisions, owners, and next steps.
  • Experience applying human-centered design and systems thinking to shape project priorities and solutions.
  • Demonstrated ability to lead multidisciplinary teams without relying on formal authority, and to move technical and business stakeholders from discussion to decisions.
  • Excellent written and verbal communication skills, including executive-level readouts.
  • Experience supporting organizational change management, user adoption, training, and go-live readiness.
  • Must live within commuting distance of Minneapolis, MN, and be able to travel to multiple office locations across the city.
  • Must be authorized to work in the United States.

Preferred Qualifications

  • PMP, PMI-ACP, CSM/SAFe, or a similar certification
  • Prosci or other Organizational Change Management (OCM) certification
  • Experience with government, municipal, or public-sector organizations
  • Experience on public safety, justice, or regulatory and compliance-driven technology initiatives
  • Experience with human-centered design or service design methods

Work Schedule & Environment

  • Hybrid: a mix of onsite work at client offices in Minneapolis and remote work
  • Up to 40 hours per week, Monday–Friday business hours
  • Contract length of approximately 23 months+
