Overview Cloud Operations + Innovation (CO+I) is the team behind Microsoft’s cloud platform and is responsible for delivering the infrastructure that powers our customers and services worldwide.

The Construction Quality Manager serves as Microsoft's quality representative, providing oversight, verification, auditing, reporting, escalation, and governance of contractor quality programs.

The CQM ensures contractor compliance with project requirements, drives resolution of quality risks, validates readiness for turnover, and provides leadership visibility into quality performance while not assuming the contractor's QA/QC responsibilities.

Responsibilities

Quality Support Execution:

  • Demonstrate commitment to an Injury-Free Environment through own actions and mentoring others, ensuring Safety program is followed
  • Review of General Contractor’s Project Quality Management Plan (QMP) including QA/QC procedures and inspection and test plans.
  • Oversee, train, and counsel project staff to ensure consistency in auditing and execution against Microsoft’s project quality specifications and standards.
  • Lead and manage quality awareness promotions that will enhance the quality culture and outputs on the project.
  • Attend and participate in project meetings for design and construction including but not limited to the OAC and weekly quality meetings.

Collaboration with Delivery Teams:

  • Foster a supportive and inclusive work environment by collaborating closely with construction, quality, commissioning, procurement, design, and operations stakeholders.
  • Identify quality issues and ensure necessary modifications are made to keep to budget, schedule, and scope for improved project delivery.
  • Facilitate decision-making to drive quality solutions, schedules, and manage change as required.

Auditing:

  • Execute project audits and ensure audit goals are met.
  • Consolidate, analyze, and report key audit data regularly to ensure compliance and conformance.
  • Identify areas for improvement and use disciplined problem-solving techniques to suggest corrective and preventive actions to non-conformances. Improve process control through improved process capability and error-proofing.

Performance Analysis:

  • Document, analyze, and evaluate quality metrics on the project.
  • Provide data-driven insights to support process adherence and conformance.

Documentation and Reporting:

  • Document, aggregate, and report audit results, issues, lessons learned, and recommendations for corrective actions.
  • Prepare detailed audit reports summarizing non-conformances, observations, and audit outcomes in a clear and accessible manner.
  • Support the entry data of QA/QC items in the appropriate tool, issue a weekly QA/QC log, maintain quality metrics, and track QA/QC items until closure as part of the QA/QC program.

Compliance and Standards:

  • Stay up to date with industry standards, regulations, and best practices related to construction and quality.

Support QA/QC Process Improvement:

  • Continuously improve QA/QC procedures and protocols for region-wide change management.
  • Identify opportunities for process efficiencies within the audit and quality control workflow.
  • Identify defects, data inconsistencies, and areas for improvement to ensure consistent quality delivery.
  • Lead and/or participate in digitalizing construction related processes to improve efficiency, transparency, traceability, and accountability.

Training and Support:

  • Provide training and support to stakeholders on QA/QC processes, specifications, and best practices.

Qualifications

Required/Minimum Qualifications:

  • Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 12+ years related experience OR equivalent experience.

Background Check Requirements

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional/Preferred Qualifications:

  • Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 15+ years related experience OR equivalent experience.
  • 15+ years experience working on data center projects.

Proficient in data analytics, reporting, and construction management tools such as Power BI, Nexus, Compass Cx, Bluebeam, and BIM with strong analytical and problem-solving skills.

Detail-oriented with strong knowledge of construction specifications, quality standards, and installation compliance requirements.

Experience with continuous improvement methodologies such as Lean, DMAIC, Six Sigma, and change management. Experience applying structured problem-solving tools such as RCA, FMEA, 8D, and CAPA.

Knowledge of ISO 9001 Quality Management Systems, quality auditing, and Cost of Poor Quality (COPQ) principles.

Experience developing, implementing, and managing structured quality management systems.

Professional quality certifications preferred, including USACE CQM, OSHA 30, ASQ CQE, CQA, CMQ/OE, Six Sigma Green Belt/Black Belt, ISO 9001 Lead Auditor, or equivalent.

Experience in data center, mission-critical, industrial, semiconductor, pharmaceutical, power, or oil & gas construction environments preferred.

Construction Project Management IC6 - The typical base pay range for this role across the U. S. is USD $130,900 - $277,200 per year.

There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $165,600 - $303,600 per year.
