Meta seeks a Brazil-based programs professional to design and execute public policy initiatives across Latin America. You will convert policy goals into programs for SMBs adopting AI tools, as well as youth, parents, and educators navigating digital life.
In this hands-on delivery role, you will design formats, create materials, coordinate internal and external partners, execute in market, and measure results while tailoring content to local.
Policy Programs & Partnerships Manager, Latin America Responsibilities
- Design and execute regional policy programs for SMB AI adoption and youth, parent, and educator digital citizenship
- Drive regional expansion initiatives for Meta's wearables products
- Develop Portuguese and Spanish workshop materials, guides, and presentations
- Coordinate timelines and dependencies across country policy teams and internal/external partners
- Localize regional programs, formats, and languages for specific markets
- Represent Meta at regional forums, leading sessions on SMB digital adoption and youth digital safety
- Maintain partnerships with civil society, educational, business, and public sector groups
- Define success metrics, track reach, and report results to guide future investments
- Streamline operations using automation and tooling
Minimum Qualifications
- 3+ years of experience in public policy, government affairs, advocacy, or a related field with exposure to technology or internet policy issues
- Multi-market experience in designing and delivering regional public programs in Latin America
- Proven end-to-end program ownership, from design and execution to measurement
- Experience creating external content and localizing it across languages and contexts
- Skills in cross-functional coordination with internal and external partners without direct authority
- Public speaking and workshop facilitation experience for external audiences
- Working knowledge of AI adoption is necessary to explain concepts to non-technical stakeholders
- Full professional fluency in Portuguese, Spanish, and English, required because the role develops and delivers programs across Portuguese- and Spanish-speaking Latin American markets and coordinates with English-speaking internal teams
- Availability to travel regularly throughout the region
Preferred Qualifications
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Experience building a measurement framework from scratch and using its results to redirect where a program invests its resources
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- An established network of civil society, educational or public sector partners in the region, with programs delivered alongside them
- Experience running a regional program portfolio at scale — multiple simultaneous programs across several markets, with budget and prioritization decisions
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Deep subject-matter expertise in either youth digital citizenship or SMB digital adoption, at a level that shapes program design rather than executing it
- Experience in producing public-facing content under legal, policy, or communications review
- Familiarity with Brazil's digital policy and program ecosystem, including its civil society and educational landscape
