Job description

About this role

POSITION SUMMARY

We are seeking a Cloud Product Manager to serve as an embedded transformation leader supporting a federal civilian agency's enterprise cloud program. This is not an infrastructure support or administrative coordination role.

The successful candidate will manage cloud capabilities as mission-aligned products, lead enterprise cloud financial governance (FinOps) practices, and build consensus across a highly matrixed, federated organization where influence matters more than formal authority.

You will work directly with mission stakeholders, business leaders, and executive sponsors to identify modernization opportunities, prioritize cloud investments, and demonstrate measurable operational value.

KEY RESPONSIBILITIES

Strategic Roadmap Management

  • Maintain an enterprise cloud adoption strategy aligned to organization-wide priorities, service modernization goals, and long-term transformation objectives.
  • Define and publish product roadmaps, refreshed on a recurring cadence and updated as priorities shift.
  • Provide high-level architecture and roadmap alignment across concurrent modernization initiatives.

FinOps and Financial Governance

  • Lead enterprise cloud financial operations practices, including facilitating cross-organizational FinOps working groups.
  • Establish and enforce resource tagging standards and cost allocation taxonomies.
  • Enable chargeback and showback capabilities across distributed business units.
  • Report cloud financial performance, forecasts, and optimization opportunities to executive leadership.

Stakeholder Engagement and Translation

  • Engage directly with mission and business stakeholders to surface modernization opportunities and prioritize initiatives.
  • Translate complex technical architectures, risks, and tradeoffs into mission-relevant, non-technical terms.
  • Facilitate discovery sessions and guide stakeholders through iterative delivery cycles.

Transformation Leadership

  • Drive service reengineering and business process modernization so that cloud adoption produces measurable mission improvement rather than simple migration.
  • Align competing priorities across independent organizational components and build stakeholder consensus.
  • Apply human-centered design and agile methodologies to service enhancement efforts.

Reporting and Program Support

  • Contribute to recurring activity reporting and level-of-effort planning.
  • Participate in kickoff, post-award, and periodic progress meetings with client leadership.

REQUIRED QUALIFICATIONS

  • Five or more years of demonstrated project management leadership and strategic delivery across enterprise digital modernization and multi-cloud transformation initiatives.
  • Proven experience driving cross-functional alignment and stakeholder consensus across federated business units or equivalent large enterprise structures.
  • Demonstrated experience managing cloud capabilities as products rather than isolated projects, including defining enterprise product roadmaps.
  • Working knowledge of cloud financial management concepts: tagging and allocation standards, chargeback and showback models, forecasting, and cost optimization.
  • Demonstrated ability to translate complex technical architecture into mission or business outcomes for executive audiences.
  • Excellent written and verbal communication skills, including experience briefing senior leadership.
  • Experience working across two or more major cloud service providers (AWS, Azure, GCP, or OCI).

Note

Experience limited to administrative coordination, help desk operations, or traditional infrastructure support does not meet the requirements of this position.

PREFERRED QUALIFICATIONS

  • Prior experience supporting federal agency cloud transformation or digital modernization programs.
  • Familiarity with cloud cost management platforms such as Apptio Cloudability.
  • Experience with human-centered design practices, customer journey mapping, or service blueprinting.
  • Exposure to applied AI and machine learning adoption in an enterprise governance context.
  • Experience operating in agile delivery environments (Scrum, SAFe, or Kanban).

CERTIFICATIONS

  • No certification is required for this position. Emphasis is placed on demonstrated executive and strategic delivery leadership.
  • Cloud provider or FinOps certifications are viewed favorably but are not a substitute for applied experience.
