About the Role
We are seeking a
Senior Technical Program Manager (TPM)
to lead complex, multi-million-dollar enterprise infrastructure programs within
Enterprise Network Services (ENS)
.
This is a
hands-on strategic program leadership role
, not a project coordination position. The ideal candidate will bring strong technical fluency across
enterprise networks, data centers, compute, cloud infrastructure, trading infrastructure, resiliency, and technology risk
, combined with exceptional program execution and executive communication skills.
Key Responsibilities
- Lead complex, multi-workstream infrastructure programs from
charter through implementation and closure
.
- Build program charters, business cases, roadmaps, governance models, RACI, KPIs/KRIs, milestones, and execution plans.
- Manage interconnected workstreams across
Network, Compute, Cloud, Data Centers, Engineering, Architecture, Cybersecurity, Risk, Operations, Finance, Procurement, and vendors
.
- Own integrated plans, critical paths, dependencies, RAID management, change control, and executive escalations.
- Manage
program budgets, forecasts, resources, financials, and variances
.
- Identify and drive resolution of technical, operational, financial, and organizational risks.
- Lead executive steering committees and deliver concise, decision-oriented reporting.
- Translate complex technical issues into clear business impact, options, and decisions.
- Influence senior stakeholders and global teams without direct authority.
- Bring structure to ambiguity, resolve conflicting priorities, and maintain execution momentum.
Required Qualifications
- Bachelor's degree in
Computer Science, Engineering, IT, or related field
.
- 10+ years
of technical program/project management experience, including
5+ years leading enterprise network or infrastructure programs
.
- Proven experience delivering
multi-million-dollar, multi-workstream strategic programs
.
- Experience creating programs from
concept/charter through execution
, including business cases and funding approval.
- Strong knowledge of
enterprise networks, data centers, computing, and cloud connectivity
.
- Expert-level
Jira
and strong
Power BI
or equivalent reporting experience.
- Confluence
experience for documentation and knowledge management.
- Strong Agile, Scrum, and Waterfall program management expertise.
- Excellent executive communication, stakeholder management, and presentation skills.
- Strong financial management, forecasting, governance, and resource planning experience.
- Ability to communicate credibly with engineers, architects, executives, and business stakeholders.
- Comfortable operating in
ambiguous, high-pressure, complex environments
.
- Must be based in or able to commute to

.

Financial Services / Capital Markets experience is strongly preferred
, particularly experience supporting trading, markets, or other mission-critical technology environments.
Preferred certifications include
PMP, PgMP, Agile, ITIL, SAFe, CCNA/CCNP, CISSP, AWS, Azure, or GCP
