Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services company, is seeking a Data Science SME to support the U.S. Centers for Disease Control and Prevention (CDC) by providing expert leadership, technical consultation, and strategic guidance in data science, advanced analytics, artificial intelligence, machine learning, cloud computing, and public health informatics.

The successful candidate will support to CDC leadership and scientific staff, supporting enterprise data modernization initiatives, advanced analytical methodologies, healthcare data integration, and the application of emerging technologies to advance public health outcomes.

Work Location:

  • The work under this position will be performed primarily in a telework environment, and/or with onsite support provided at CDC facilities as required and directed by the Contracting Officer's Representative (COR).
  • Personnel must be available during standard business hours and accessible via telephone, email, and virtual collaboration platforms.
  • Occasional travel may be required to support meetings, conferences, training events, or other project-related activities, as authorized by the COR.

Responsibilities

  • Provide strategic leadership and subject matter expertise for data management, reporting, data governance, and information management activities supporting CDC programs and public health initiatives.
  • Develop formal and informal reports, analyses, executive briefings, and recommendations that support management decision-making, program evaluation, and successful implementation of public health programs.
  • Provide expertise regarding SharePoint and other collaboration platforms to support internal and external site development, content management, information sharing, and business operations.
  • Lead the archiving and maintenance of public-use datasets and oversee the development of guidance documents, data user resources, and supporting documentation to promote effective data access and utilization.
  • Provide technical consultation and support related to data requests, reporting requirements, data accessibility, and information management processes.
  • Lead cross-functional collaborations and coordinate activities among CDC programs, divisions, branches, contractors, and external partners to support data management and reporting objectives.
  • Serve as a senior advisor within cross-team and cross-branch workgroups by providing recommendations on data management, reporting processes, and information management practices.
  • Prepare and deliver technical reports, presentations, briefing materials, and other communication products for leadership, stakeholders, and technical and non-technical audiences.
  • Develop, implement, and maintain secure Data Management Plans (DMPs) that support organizational data governance, security, privacy, and compliance requirements.
  • Design, implement, and oversee databases, data structures, and data repositories that support monitoring, evaluation, reporting, and program management activities.
  • Establish and maintain data collection templates, codebooks, data dictionaries, metadata standards, and related documentation to support data governance and consistency across programs.
  • Oversee data quality management activities, including data cleaning, validation, quality assurance reviews, issue resolution, and continuous improvement initiatives.
  • Direct the development and maintenance of reproducible data pipelines, automated workflows, and reporting processes using SQL, Python, R, 1CDP, and other approved technologies.
  • Develop and maintain Standard Operating Procedures (SOPs), guidance documents, and technical documentation related to data integration, validation, reporting, and analysis activities.
  • Lead the development and maintenance of dashboards, reports, data visualizations, and analytical products using Power BI, 1CDP, R, Python, and other approved platforms to support organizational reporting and decision-making.
  • Establish and maintain enterprise reporting frameworks, standards, and methodologies that promote consistency across monitoring, evaluation, and reporting products.
  • Direct the development of new reporting solutions and analytical products utilizing CDC-approved technologies, including 1CDP, Contour, Qver, Power BI, R, Python, and related reporting platforms.
  • Design and maintain standardized reporting templates that align with Notice of Funding Opportunity (NOFO), branch, leadership, and partner reporting requirements.
  • Evaluate existing reports, dashboards, and reporting processes to identify redundancies, improve efficiency, and strengthen reporting consistency and effectiveness.
  • Assess organizational reporting requirements and align reporting solutions with available capabilities within 1CDP, Power BI, R, Python, and other approved systems and platforms.
  • Provide leadership for data governance, metadata management, data stewardship, compliance activities, and reporting standards to ensure data integrity, security, and organizational consistency.
  • Support routine and ad hoc analyses, data visualizations, reporting activities, and special projects in collaboration with CDC leadership, program staff, and stakeholders.
  • Perform other duties as assigned.

Qualifications

Minimum Qualifications:

  • Master's degree in Health Informatics, Data Science, Epidemiology, Statistics, Economics, Computer Science, Biostatistics, Public Health, or a related quantitative field.
  • Ph.D. in Health Informatics, Data Science, Epidemiology, Statistics, Economics, Computer Science, Biostatistics, Public Health, or a related quantitative field preferred.
  • Minimum of 10+ years of progressively responsible experience in data science, advanced analytics, healthcare analytics, public health informatics, or related fields.
  • Demonstrated expertise in machine learning, artificial intelligence, predictive analytics, advanced statistical methods, and data modeling.
  • Extensive experience working with large healthcare, public health, clinical, claims, and surveillance datasets.
  • Demonstrated expertise using SQL, Python, R, SAS, and cloud-based analytics platforms.
  • Experience advising senior leadership on data science, analytics modernization, and information management initiatives.
  • Experience leading large-scale data analytics projects in federal, healthcare, or public health environments.

Preferred Qualifications

  • Ph.D. in Health Informatics, Data Science, Epidemiology, Statistics, Economics, Computer Science, Biostatistics, Public Health, or a related quantitative field.
  • Experience supporting CDC, NIH, CMS, FDA, VA, HRSA, or other federal health agencies.
  • Expertise with healthcare interoperability standards including HL7, FHIR, OMOP, and common data models.
  • Expertise with HealthVerity, IQVIA, Truveta, PCORnet, MarketScan, Premier, CMS, HRSA, and VA datasets.
  • Experience leading CDC Data Modernization Initiative (DMI) programs.
  • Experience developing electronic phenotypes and clinical case definitions.
  • Experience with Azure cloud environments, distributed computing, and large-scale analytics architectures.
  • Strong technical writing and scientific communication skills, including experience developing manuscripts, technical reports, presentations, or other scientific publications.
  • Record of peer-reviewed publications and technical leadership in data science or public health research.

Knowledge, Skills And Abilities

  • Expert knowledge of data science, machine learning, artificial intelligence, advanced analytics, and public health informatics.
  • Expert-level proficiency with SQL, Python, R, SAS, Power BI, and cloud analytics platforms.
  • Advanced knowledge of healthcare interoperability standards including HL7, FHIR, and OMOP.
  • Extensive experience with healthcare claims, EHR, surveillance, and population health data.
  • Expertise in data governance, metadata management, data stewardship, and enterprise data architecture.
  • Strong understanding of cloud computing, distributed computing, and modern analytical infrastructures.
  • Demonstrated ability to translate complex analytical findings into actionable recommendations for executive leadership.
  • Experience leading multidisciplinary technical teams and mentoring junior analysts and data scientists.
  • Exceptional written, verbal, and presentation skills.
