Position Overview
We are seeking a hands-on Senior Product Manager to lead the vision, strategy, roadmap, and growth of the ITS product portfolio.
This role is responsible for defining product direction, identifying market opportunities, validating customer needs, prioritizing investments, and driving adoption across our SaaS platform. The successful candidate will serve as the voice of the customer while balancing business objectives, technical considerations, product standardization, regulatory requirements, and long-term scalability.
The Senior Product Manager will work closely with executive leadership, engineering, delivery, support, sales, and customers to help shape the next generation of PAECETrak products, including AI-enabled capabilities, GIS-integrated solutions, cloud services, and field applications.
Key Responsibilities
Product Strategy, Roadmap & Prioritization
- Own and maintain the multi-year roadmap for the ITS product portfolio.
- Create an actionable release roadmap that aligns customer needs, market opportunities, business objectives, product investments, technical dependencies, and available capacity.
- Prioritize features, enhancements, AI initiatives, GIS capabilities, compliance requirements, and technical debt based on customer value, business impact, and strategic objectives.
- Balance customer-specific requests with product standardization, configurability, scalability, and long-term platform goals.
- Communicate roadmap decisions, sequencing, tradeoffs, and expected outcomes to executive leadership and key stakeholders.
- Partner with engineering leadership to align roadmap priorities with technical architecture and development capacity.
- Develop business cases and strategic recommendations for major product investments and new market opportunities.
Product Version Release Leadership
- Own the end-to-end planning, governance, and execution of product version releases across the ITS portfolio.
- Define release objectives, scope, priorities, milestones, dependencies, success criteria, and readiness requirements in partnership with Engineering, QA, UX, Delivery, Support, Security, and Sales.
- Lead release planning, scope reviews, milestone reviews, readiness assessments, launch coordination, and post-release evaluations.
- Maintain disciplined backlog management and release governance to ensure product investments are sufficiently defined, prioritized, and ready for development.
- Identify and resolve release risks, dependency conflicts, resource constraints, and scope changes.
- Coordinate release communications, demonstrations, documentation, training, customer readiness activities, and adoption programs.
- Measure release success through adoption, utilization, quality, customer satisfaction, and business-impact metrics.
- Drive post-release reviews and incorporate lessons learned into future releases.
- Establish repeatable release-management processes that improve predictability, quality, transparency, and accountability.
Customer & Market Discovery
- Lead customer discovery, product validation sessions, roadmap reviews, advisory board meetings, and user-group engagement activities.
- Serve as a primary product representative with DOTs, transportation agencies, utilities, infrastructure owners, and government clients.
- Gather and validate customer feedback to guide product direction and investment decisions.
- Translate customer challenges, regulatory changes, market trends, competitive intelligence, and technology developments into actionable product opportunities.
- Distinguish market-wide needs from isolated customer requests and validate value before committing roadmap capacity.
- Analyze competitor offerings and industry trends to inform product strategy.
- Represent the product at customer meetings, demonstrations, conferences, industry forums, and user-group events.
- Partner with Business Analysts and Product Owners to translate approved priorities into requirements, user stories, workflows, and acceptance criteria.
Product Adoption & Performance
- Define and monitor key product success metrics, including, Annual Recurring Revenue (ARR), Feature adoption, Product utilization, and Product expansion opportunities.
- Monitor adoption and utilization of newly released capabilities.
- Partner with Delivery, Support, and Customer Success teams to identify adoption barriers and improvement opportunities.
- Use customer feedback, product analytics, operational metrics, and usage data to guide product decisions.
- Support strategic client engagements, demonstrations, roadmap discussions, and product presentations.
- Contribute to revenue growth, customer retention, and market expansion objectives through product enhancements and innovation.
AI & Platform Innovation
- Lead the identification, evaluation, and prioritization of AI-driven capabilities.
- Develop a long-term AI product vision aligned with customer needs, market opportunities, and business objectives.
- Partner with engineering teams to successfully launch AI-enabled features, AI-native capabilities, and AI-assisted workflows.
- Identify opportunities to expand GIS-enabled capabilities, mapping functionality, location intelligence, and spatial-data integrations.
- Support product strategies involving Esri ArcGIS and related geospatial technologies.
- Evaluate emerging technologies that improve automation, analytics, productivity, user experience, and operational efficiency.
- Support the evolution of mobile and field-based capabilities as part of the broader SaaS platform strategy.
Required Qualifications
Education
- Bachelor's degree in Computer Science, Engineering, Information Systems, Business, GIS, Geography, Product Management, or a related field.
- Advanced degree is a plus.
Experience
- 8+ years of product management experience leading enterprise software or SaaS products.
- Demonstrated success owning product strategy, product roadmaps, and product lifecycle management.
- Demonstrated experience leading enterprise SaaS product releases and managing the full product lifecycle from concept through customer adoption.
- Experience working directly with customers to identify, validate, prioritize, and deliver product opportunities.
- Experience leading cross-functional teams in Agile software environments.
- Experience supporting complex enterprise applications and cloud-based platforms.
- Experience with GIS-enabled applications and spatial technologies.
- Experience using JIRA, Confluence, Productboard, Aha!, or similar product management tools.

- Familiarity with Esri ArcGIS, ArcGIS Online, ArcGIS Enterprise, or similar geospatial platforms.
- Experience with infrastructure, right-of-way, utilities, permitting, or asset management solutions.
- Experience with AI/ML-enabled products.
- Experience with SOC 2, CMMC, FedRAMP, or similar compliance frameworks.
- Experience with mobile and field-based applications.
